
Pascal Lorot is the President of the Institut Choiseul.
Throughout his career, Pascal Lorot has held various senior positions. He served as a member of the Board of the French Energy Regulatory Commission (CRE, 2003–2010), to which he was appointed by President Jacques Chirac. He was also Chief Economist at the oil group TOTAL (1995–2003), Adviser to the Minister of Economy and Finance (Edmond Alphandéry, 1993–1995), and Adviser to the President (Jacques Attali) of the European Bank for Reconstruction and Development (EBRD – London, 1990–1993). Earlier in his career, he worked as a researcher at the French Institute of International Relations (IFRI) and as Director of BNP in Moscow, Russia.
Alongside his presidency of the Institut Choiseul, Pascal Lorot was appointed in spring 2019 by President Emmanuel Macron as France’s Special Representative for Central Asia – a pro bono role he held until early 2023. He had previously been appointed by President François Hollande as France’s Commissioner General for the Astana International Exhibition (Kazakhstan, summer 2017).
Pascal Lorot is the author of more than twenty publications on economics, international and strategic issues. He holds a PhD in Economics (Sciences Po, Paris) and a PhD in Political Science (University of Paris II). He has been awarded the titles of Chevalier of the Legion of Honour, the National Order of Merit, and the Order of Arts and Letters.
